SPECIAL REGULATIONS

The 2021 season will consist of a ONE DAY TOURNAMENT as will be as follows
    1. Division I & II will be broken up into two Tiers, namely Tier A & Tier B and will consist of 18 teams per Tier
    2. Each Tier will be divided into three groups
    3. Each Team will play 05 Matches in the First Round which will begin on the 15th of March and will have to be completed by the 10th of April 2021
    4. The Final Round will be played on a Knock-out basis and will consist of 8 teams, chosen as follows –

The top two teams of each group
The two best Third Place Teams

  1. The Final Round Knock Out matches will begin on the 20th of April and the final will be played on or before the 30th of April 2021

Division III – Level I

This Division will be played as follows

  1. First Round to have 10 Groups
  2. Each Group will consist of 6 teams
  3. Each Team will have 5 League matches in the First Round
  4. The Final Round will be played on a Knock-out basis and teams will be chosen as follows
  5. The Top Two teams of each group will be selected for the Knock-out rounds
  6. There will be 12 byes given
  7. The balance 08 teams will play 4 knock out matches to enter the last sixteen, where there will be Pre Quarters, Quarters, Semis and the Final
  8. All matches to end by the 3rd of May 2021

Division III – Level II

At Registration of the Division I & II teams, SLSCA tournament Secretary to be informed by Schools of their participation.

  1. The Draw will then be done depending on the number of participating Schools
  2. There will be a maximum of 05 First Round Matches per Team
  3. After the first round, all matches will be on a Knock-out basis.

Knock-out Rounds

  1. All Matches to be played on given dates
  2. If possible, Neutral Venues will be provided, but if this is NOT possible, then the HOME / AWAY system will be implemented
  3. Whatever the above (Neutral venues of Home / away) expenses to be borne by respective teams.
  4. In the event any Knock-out match is not played at the given date due to whatever reason, then the team going forward will be the team with the higher Average points earned or Net Run Rate (in the event there are two teams with equal Average points)

Plans for Under 19 Players by SLC

  1. There will be a Provincial One Day tournament, conducted by Sri Lanka Cricket from the 3rd to the 12th of May 2021.
  2. There will be 05 Provincial Teams selected by the Junior National Selectors, on recommendations by District / Provincial Coaches and SLSCA Junior Selection Coordinators, as follows Western Province (2 Teams) North Central Province, Central Province and Uva Province.
  3. There will be a Under 19 tour to India at the end of June 2021.
  4. The Squad for this tour will be selected only from players who participate in the Provincial Tournament.
  5. Therefore Sri Lanka Cricket, request all Schools, through SLSCA, to desist from scheduling Big Matches during the period 3rd to 12th May 2021.
  6. In the event a Big Match is played during this period and a player who should represent the National Team, choses to play the Big Match, he will do so at the risk of losing his place in the National Squad.

Important Regulations

Schools Registration / Eligibility

  1. All Member Schools affiliated to Sri Lanka Schools Cricket Association and who have paid their Membership Fees for the current year are eligible to take part in the all tournaments.
  2. Any Team found violating the Rules and Regulations laid down by SLSCA, will be debarred / suspended from playing in the tournament for a period, not exceeding three (03) years.
  3. Any Team which does not complete its quota of Tournament Matches will have to pay a Registration Fee of Rs 10,000/- for the next year’s tournament.

Player Eligibility

The following shall apply

    1. Any Player who is under the age of 19, as at 1st of September 2020 & who was born on

or

  1. after 1st September 2001, and on or before 1st January 2008 is eligible to play in this tournament.

Player Registration

A Maximum of thirty (30) players can be registered by any Team on one occasion follows :
by Completing and forwarding to SLSCA the team Registration Sheet of Players with Full
Names and Signatures and Player Identity Cards

Match Schedules – Important

  1. Matches should be played on the dates given in the schedule
  2. If the dates are to be changed, permission should be got from the relevant Tournament Secretary in writing.

Grounds

Size of the grounds shall be as follows –

  1. Division I – Minimum of 65 yards from the middle stump on both sides. The straight boundary will be a minimum of 72 yards. The minimum will be 50 yards on the same measurement.
  2. Division II – same as Div I, but the minimum will be 45 yards and the straight boundary will be 67 yards.
  3. Division III – same as Div I & II, but the minimum will be 40 yards and the straight boundary will be 62 yards.

Playing Hours will be as follows

One Day (50 Over) Matches
First Session                      –              9.30 pm to 1.00 pm
Lunch                                –              1.00 pm to 1.45 pm
Second Session                 –              1.45 pm to 5.15 pm

Extra Time available        –              30 minutes

Overs per Match

One Day Matches
Matches will be of 50 Overs per side
To constitute a match a minimum of 20 overs per side will have to be completed, in the event of interruptions due to Ground, Weather and Light.

Points System

1. The points system will be as follows

Win with Bonus Point   – 05 Points
Win without Bonus point  –   04 Points
No Decision / Tied match   –   02 Points
No Play  –    NO Points awarded

2. Bonus Point – Calculation

The Team that achieves a Run Rate of 1.25 times that of the Opposition shall be awarded One Bonus Point.
A Teams run rate will be calculated by reference to the Runs scored in an innings divided by the number of Overs faced. (ie : a Team batting second will have to achieve the Target Score in 80% of the available overs. The Bowling Team will have to get the Batting side All Out within 80% of their Total score)

3. Net Run Rate

A Teams Net Run rate is calculated as follows –
By deducting the Runs scored per over by A Team, during the tournament, by the Runs scored per over against such team throughout the tournament

In the event of a Team getting All Out for less than its full quota of Overs, the calculation of such Team’s Net Run Rate shall be based on the full quota of overs, which it would have received had the team not been bowled out.

Only matches, where Results have been achieved will be counted for the purpose of Net Run Rate calculations. In a match decided on D/L/S or Parabola Run Rate systems, for the Net Run Rate to be calculated the actual No of overs faced will suffice.

 

School Traditional / Friendly Matches

All Schools are at liberty to play Traditional / Friendly matches with schools of their choice, but please be informed that the SLSCA One Day Tournament schedule will not be altered / changed to accommodate any Traditional / Friendly match as per requirement of any school

 

COVID 19 – SPECIAL REGULATIONS (by MINISTRY OF HEALTH)

  1. All Schools have to follow the Circular (ED/9/15/2/3/3/8) dated 11th February 2021 (copy attached and in SLSCA Web site – schoolscricket.lk)
  2. All School Officials / Players / Match Officials and Scorers have to forward the completed form to the relevant MIC of the Opposing school for checking on arrival at the ground. Till the forms are checked the players cannot enter the Pavilion / Dressing Rooms.
  3. The Match Officials and Scorers have to hand over their completed forms to the Home Team MIC
  4. This form has to be signed by the PHI / MOH of the area of residence of each person and is valid for a period of 14 days. After 14 days a new form has to be duly filled and signed.
  5. All details given in each form have to be the actual truth, in the event a team / player is found to have given any false details, such team will be disqualified from the tournament and relevant action will be taken against the School / Principal / MIC and Coach.
  6. It is the responsibility of the Home Team to get approval from the PHI of the area for the safe conduct of the match.
  7. It is the responsibility of the Home Team to provide facilities for washing of hands in several places outside the ground and also to provide sanitizers for use by the Players, Match Officials and Scorers at the Ground.
  8. Only the Players and School Officials, in addition to the Match Officials, Scorers and Ground Staff shall be present at the match. No one else, including Parents, Teachers, Well Wishers will be allowed at the ground to watch any match. This is the responsibility of the Principal and MIC of each team.
  9. In the event a Player of Team Official has COVID 19 symptoms at the ground the Match will continue under the Laws & Playing Conditions. The Person having symptoms will be isolated and on testing if found to be POSITIVE, the Team will have to be quarantined as per Health requirements and will be unable to take further part in the tournament.
